
Eagle Base Area Development
On December 11, 2004 Mammoth Mountain Ski Area (MMSA) held an open house at Little Eagle Lodge to solicit local input and feedback for the proposed Eagle Base Area permanent development. Based upon feedback from a similar open house held in April 2004, the master plan has been redefined, incorporating ideas received from the public during that open house. The new plans now incorporate the complete development of the Eagle Base Area, including the existing day-skier parking lot as well as Forest Service lands to the west.
Because the new plans contemplate the development of both the private lands of the parking lot and the Forest Service lands at the base of the Eagle Express chair lift, a joint environmental approval process will be followed. The Town of Mammoth Lakes will administer the California Environmental Quality Act (CEQA) process for development of the parking lot parcel within the town limits, while the USFS will administer the National Environmental Policy Act (NEPA) process for the federal lands portion of the development.
The same skier amenities as previously proposed will be offered in the new base area design, including ticket sales, ski rental and repair, food services, lockers, retail, ski school, and day care. Contemplated on-hill improvements will include a second magic carpet and surface lift to enhance and expand upon the ski school teaching terrain to the north side of Eagle Express. These facilities will significantly boost ski school capacity at the Eagle Base area. In addition to these skier services, the new development plan contemplates the incorporation of a mixed commercial/hospitality/residential use as well as the incorporation of the permanent structured parking for day-skier use. The plans include a sixty-unit condo/hotel building and a twenty-unit fractional ownership condo building.
The development of the parking lot will complete the Juniper Springs resort corridor. The core of this mini "Village" will help support all of the surrounding properties by providing all the base lodge amenities everyone expects, along with a stand alone restaurant, a convenience market, not to mention day spa services and conferencing facilities for off-season use. There are also plans for a locker club facility and an outdoor ice skating rink. All of these amenities set in a pedestrian oriented plaza will help improve the overall resort feel of the Juniper Springs resort corridor and therefore make it a more desirable location to stay.
The project team is currently working through the environmental process and entitlements. MMSA expects the Environmental Impact Report (EIR) to be release by the Town of Mammoth Lakes by summer 2006. Plan approvals are expected to take a year with initial construction to begin by Spring/Summer 2007. Completion is slated for the 2008/2009 winter ski season. Condominium projects in the Eagle Lodge area include: Junper Springs Lodge, Sunstone, Eagle Run, Juniper Crest, Aspen Creek, The Summit, Mammoth Green and The Cabins at Crooked Pines. Sunstone and Eagle Run are ski in / ski out and The Bridges provides ski in / ski out access as well. Additionally, there are homes and vacant land in Juniper Ridge subdivision along the ski run which also provide ski in / ski out access.
